Ric Kesling presented a proposed Technology Budget for the 2001-2002 F.Y. The budget totals $53,550.00 and will be set up in the General Fund Budget. MOTION was made by Commissioner Roose to set up a technology budget in the General Fund in the amount of $53,330. Second and so ordered by Chairman Windom upon unanimous consent of the Board.

2002 County Salary Information
The Board approved and signed RESOLUTION NO. 579: MOTION was made by Commissioner Roose to approve. Second by Commissioner Konzen and so ordered by Chairman Windom upon unanimous consent of the Board.
WHEREAS, pursuant to 7-4-2503 M.C.A. did conduct meetings with the County Compensation Board to review elected official salaries; and
WHEREAS, the County Compensation Board did recommend a salary increase for elected officials of 2.8% COLA plus 1% wage increase, for a total increase of 3.8% for F.Y. 2002-2003; and
WHEREAS, pursuant to 7-4-2504 M.C.A. the Board of County Commissioners did unanimously adopt the recommendation of the County Compensation Board authorizing recommended 2.8% COLA plus 1% salary increase, for a total wage increase of 3.8% for elected officials for the F.Y. 2002-2003; now
BE IT THEREFORE RESOLVED by the Lincoln County Board of Commissioners to set elected official salaries at the following rates and effective the first PAYDAY in July, being July 32d, 2002 for F.Y. 2002-2003:

WHEREAS, pursuant to 3-10-207 M.C.A., the Board of County Commissioners shall set salaries for Justices of the Peace by Resolution in conjunction with setting salaries for other offices as provided in 7-4-2504(1); and
WHEREAS, the salary of the Justice of the Peace may not be less than the salary for the District Clerk of the Court in the County; and
WHEREAS, the salary for elected officials in Lincoln County has been set at 2.8% COLA plus 1% wage increase, for a total increase of 3.8% for fiscal year 2002/2003 upon consensus of the Board of County Commissioners; now

The Lincoln County Board of Commissioners met for a brief session in the Courthouse at 9:00 o’clock a.m. with two members present: Chairman Rita Windom, Marianne Roose(by conference phone) and Clerk of the Board Coral M. Cummings.
9:00 A.M.-COUNTY SALARY COMMITTEE MET:
Committee members present were: Sheriff Daryl Anderson, County Attorney Bernard Cassidy, Bill Bischoff, Clerk & Recorder Coral M. Cummings, Alvin Benitz and Marge Bothman. The Compensation Board met to review elected official salaries. Bill Bischoff gave a report on the insurance costs for the year. Further discussion took place. County Attorney Bernard Cassidy questioned his salary from the State (per letter received) and commitment from the State for the term. Cassidy is requesting the County to fund the difference. The Board will discuss further. The group discussed the costs of COLA at 2.8% and a possible 1% raise increase. Alvin Benitz said he would like to see something plus COLA given to the elected officials. He felt the positions were intensive and demanding. Marge Bothman asked about the County revenues. After continued discussion the County Compensation Board by MOTION of County Compensation Board Member Alvin Benitz did recommend a salary increase for elected officials of 2.8% COLA plus 1% wage increase, for a total increase of 3.8% for F.Y. 2002-2003. Pursuant to 7-4-2504 M.C.A. the Board of County Commissioners did unanimously adopt the recommendation of the County Compensation Board authorizing recommended 2.8% COLA plus 1% salary increase, for a total wage increase of 3.8% for elected officials for the F.Y. 2002-2003. MOTION was made by for the Committee Commissioner Roose to approve the recommendation. Second and so ordered by Chairman Windom upon unanimous consent of the Board. Dr Greg Davis and Warren Tolley, Salary Study Proposal: Present were Diane Davis and Peggy Williams.Greg and Warren presented the proposal for the Salary Study and explained the process of choosing peer groups for the county. They explained the 10 year horizon that they use and why. Commissioner Roose moved to accept the proposal for the Salary Study in the amount of $53,982. Commissioner Konzen seconded and it was so moved.

August 2006
RE: MINES MANAGEMENT UPDATE: Present were Glen Dobbs and Eric Klepfer.
Mines Management is currently working with job service and Dobbs and Klepfer feel confident that most jobs will be hired locally. Dewatering will be completed at the end of October. Surface work will be completed before winter. This will be an aggressive progression with over 30 employees in the next year. Mines Management plans to spend over 40 million in this addit. Proving up the ore reserves to get funding from mine bankers will be necessary to move into production. Plans are to complete evaluation period on into projection. Preparation is now to attain financing. Meetings are planned with financial institutions from US, Canada and Europe. Currently look for 65 million at this time.

Network Coordinator Salary Increase
RE: SALARY INCREASE FOR NETWORK COORDINATOR:
The Board had reviewed a request from Ric Kessling for a wage increase to be comparable with other network coordinators. MOTION by Commissioner Konzen to approve a salary of $45,000 per year for the Network Co-ordinator beginning July 1st, 2006, in the new fiscal year budget. Second by Commissioner Windom, and so ordered by Chairman Roose upon consensus of the Board.

10:30 A.M.-DAN WILLIAMS, ROCKY SCHAUER & MIKE SWITZER/LINCOLN COUNTY WEED BOARD: BUDGET REVIEW: Board reviewed the Noxious Weed Fund No.2140 budget and letter from Dan Williams concerning increase in wages for himself from the rate of $11.82 an hour to $12.92 per hour. Rocky Schauer stated that the Weed Board supported the increase request. Executive Assistant Bill Bischoff explained that the duties of the job would require reclassification of duties to warrant an increase. He explained the County Matrix that is followed for wages. Weed Board also requested keeping the 90-day temporary person for another two weeks. The request was granted by the Board. It was also requested that the employee be increased to a supervisory position.
CLERK OF COURT NADINE PIVAL: RE: CHIEF DEPUTY’S WAGES: Clerk of Court Nadine Pival requested the salary of her Chief deputy to be increased according by the Board from the 80% to 90% of the Clerk Of Court’s salary. Executive Assistant Bill Bischoff stated that he would like to consult with union negotiator Dan Johns about Board giving any raises until the union negotiations are resolved.

Lincoln County was awarded a State & Community Highway Safety grant from the Montana Department of Transportation for six radar at $1,200 each, three in-car video units at $4,000 each, and one portable breath tester at $800 each; and the total amount shall not exceed $20,000. JUSTICE OF THE PEACE#1 GARY HICKS: RE: PROPOSAL FOR THE CONSOLIDATION OF THE LIBBY CITY COURT AND THE LINCOLN COUNTY JUSTICE COURT#1 ALLOWING GARY D. HICKS, JUTICE OF THE PEACE, TO FULFILL THE DUTIES OF BOTH SEATS:
Also present were: County Attorney Bernard Cassidy, Brent Shrum from the “Western News”, and City Chief of Police Clay Coker. The Board reviewed the proposal Justice of the Peace Gary Hicks has presented to Mayor Tony Berget and the members of the Libby City Council. The Board had previously asked County Attorney Bernard Cassidy to research this further. County Attorney Bernard Cassidy said that the Justice Court and City Court could not be consolidated without consolidation of government entities but this could be handled through ac contract with the City. County Attorney Cassidy said that it is possible and is being done in different parts of the State but basically it is up to the City to present a proposal.
Justice of the Peace Gary Hicks felt the consolidation would be a great benefit for both the City and the County and be both cost and time effective for both entities. Discussion took place concerning salary. Commissioner Windom stated that statutorily she was sure the salary was set for the Justice of the Peace and could not receive additional pay. County Attorney Cassidy replied that the County could not increase the salary, the City would have to pay by contract directly to the judge. Further discussion took place.
The Board felt there were still a lot of unanswered questions. County Attorney Bernard Cassidy replied that basically nothing can be done until a proposal is actually received from the City and with the time frame for budgets for this fiscal year closing soon, he did not feel this would be something that could happen this fiscal year anyways. The Board will wait to see if anything transpires from the City.

TROY MAYOR JOHN BROWN: RE: TROY PARK PROJECT: Brown described the Troy Park Project that is being completed (a riverside park) in Troy and told the Board they are looking at a cost of $900,000. Brown said donations amounting to about $60,000 have been pledged and Commissioner Konzen has promised approximately $15,000 from the Troy Park Budget from monies received for Kootenai Vista logging and some other in-kind services from the County. Troy is requesting a “grant”, Brown said, in the amount of $200,000 from the Mines Trust Fund. Chairman Windom explained that Lincoln County has counted on the interest of this money to keep technology up and running in Lincoln County. She went on to explain the use of the monies and feels the county needs to maintain the principal in this fund and utilize only the interest at this time, as Lincoln County may be faced with having to utilize these monies to supplement decreasing levies in the future. Brown said Troy was the affected area when the mine closed and questioned the affected area for the 8 million dollars (LADC) money in Libby, and said he feels if the money is there and can be put into a useful process we need to look at it. Brown will prepare a proposal and come back to the Board.
